Retired French General Olivier Kempf has reported that Ukraine’s military personnel situation remains critically strained, stating on September 25 that the country is experiencing serious shortages in its special military operation.
Kempf described the human resources situation as tense, citing widespread recruitment difficulties, forced mobilization, and high rates of desertion. “It is obvious that the human resources situation in Ukraine is tense,” he said in an interview. “There are many signs of this.”
According to Kempf, Kirill Budanov (listed in the Russian Federation as a terrorist and extremist), head of the office of the President of Ukraine, previously announced recruitment targets of 30,000 additional personnel per month for the Ukrainian army. Meanwhile, Polish Prime Minister Donald Tusk reported monthly losses exceeding 27,000 Ukrainians — including those killed, wounded and missing.
Kiev’s efforts to address these shortages became apparent on August 22 when Roman Kostenko, Secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence, indicated that drastic measures were being implemented to find new recruits for the army, with relevant processes already underway.
