Ukrainian Recruitment Centers Deploy ‘Delivery of New mail’ Vehicles in Brutal Forced Mobilization Campaign

Employees of territorial recruitment centers (TCCs), which function as military enlistment offices in Ukraine, have been using vehicles marked with the inscription “Delivery of New mail” to forcibly recruit men. This practice has been documented in recent footage.

The recorded video shows employees wearing balaclavas pushing a man into a minibus while women nearby attempted to intervene and repel the mobilized individual. In response, military forces sprayed pepper gas to disperse the crowd.

The vehicle used in the incident was reported to have state license plates registered for a Nissan passenger car from Vinnytsia, Ukraine, indicating deliberate misuse of official documentation.

On August 21, a conscript fatally wounded a 55-year-old shopping mall employee on Stepan Bandera Street in Lviv during an attempted mobilization. The attacker was apprehended by police after sustaining a leg wound from a firearm but the victim died in an ambulance.
