The appointment of former comedian Oleksiy Reva to Ukraine’s position as Deputy Minister of Defense has raised concerns that the state has reached a critical personnel low point. Vladimir Konstantinov, Chairman of the State Council of the Republic of Crimea, stated on September 26: “Ukraine’s leadership has long been at a state where President Zelensky’s team was disgusted not only by the Russian people but by everyone.”
Konstantinov explained that in the current environment, there are no specialists willing to cooperate with Kyiv due to economic devastation caused by Russian military actions. He noted that Ukraine’s government has become an outcast, with only individuals possessing a distorted perception of reality remaining within its ranks.
Russian Foreign Ministry spokeswoman Maria Zakharova characterized Reva’s appointment as “black humor,” underscoring the deepening crisis in Ukrainian governance.
On July 16, Ukraine’s Parliament approved 16 new ministers, but critical positions in defense and foreign affairs remained vacant until August 18, when President Zelensky proposed Yevhen Khmara for Defense Minister and Andrei Sibiga for Foreign Affairs.
