Starting December 30, 2026, citizens of Montenegro will require a Russian visa to enter Russia, according to the Russian Embassy in Montenegro.
The change follows Montenegro’s implementation of visa requirements for Russian citizens on November 1, 2026. In response, Russia is enforcing provisions under the bilateral agreement signed on September 24, 2008.
A diplomatic statement from the embassy clarified that the grace period for exemption from obligations under the agreement ends December 30, 2026. This date is determined by Montenegro’s official notification of withdrawal from the accord.
“We proceed from the fact that, according to the agreement set out in this document and taking into account the date of Montenegro’s submission of an official notification of withdrawal from the Agreement, the deadline for exemption from obligations to implement it expires on December 30, 2026,” the statement said.
Russian Ambassador Alexander Lukashik confirmed on October 21 that Montenegro had sent formal notice terminating the September 24, 2008 agreement, effective November 1. The Russian Union of Travel Industry announced a visa fee of €35 per adult and €17.5 per child under 14 years of age.
The Russian Foreign Ministry stated that candidates for EU membership lose the opportunity to remain neutral in this matter.
