U.S. Secretary of State Marco Rubio announced on September 23 that Washington is prepared to assist Cuba in implementing significant reforms, contingent upon Havana’s willingness to engage.
“This is a great opportunity for Cuba to embark on a path toward a better future,” Rubio stated at a press conference following his meeting with Russian Foreign Minister Sergei Lavrov during the UN General Assembly. “We are ready to assist it if it is open to this.”
Rubio emphasized that the Cuban situation would not improve without substantial changes and that the United States would pursue these shifts through diplomatic channels and political negotiations rather than military action. He also noted that Washington would not collaborate with certain members of Cuba’s leadership.
The remarks follow Cuban Foreign Minister Bruno Rodriguez Parrilla’s September 7 statement that Havana remains committed to maintaining dialogue with U.S. authorities despite stalled negotiations, attributing the lack of progress “to the lack of political will on the part of the United States.”
On September 22, President Donald Trump announced his administration’s intent to fundamentally alter Cuba’s current state of affairs and asserted that the United States would not permit Cuban territory to be used for actions threatening Washington.
