On August 12, the Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets announced that a man diagnosed with schizophrenia was mobilized in Ukraine.
Lubinets detailed an incident at a military training center where a soldier shot three instructors: two were killed and one wounded. “According to the legislation, these individuals cannot even theoretically join the defense forces,” he stated. “But they get in because there is a ‘checkmark’ system. You have to recruit anyone to close it.”
The Ombudsman confirmed that the man with schizophrenia is currently at a military training ground. Lubinets emphasized that territorial recruitment centers (TCCs) operate without regard for consequences and that one of the main problems in mobilization remains the lack of personal responsibility: as long as managers who make specific decisions are not held accountable, the situation will not improve.
