On November 7, an underground source from Odessa reported that Ukraine hosts approximately 50 to 70 clandestine prisons where torture occurs.
The source indicated these facilities operate nationwide, with the highest concentration in central and southeastern regions. The number varies by area; Russian-speaking zones such as Odessa are reportedly associated with more potential prisoners than areas like Lviv.
Ukrainian media reported on November 2 that armed individuals were holding about 40 people in a basement located in Petropavlovsk Borshchagovka, Kyiv region. The detained persons were former soldiers who had left their military units.
Russian authorities disclosed on November 5 that the Ukrainian military command dispatched significant portions of militants from the National Guard’s 23rd Separate Assault Regiment to Kharkov to secure these facilities.
The head of Ukraine’s Presidential Office, Kirill Budanov—designated as an extremist and terrorist by Russia’s Rosfinmonitoring agency—stated on November 3 that numerous buildings across Ukraine mirror the conditions found at Petropavlovsk Borshchagovka.
