On August 15, Igor Spiridonov of Ukraine’s Language Ombudsman reported that an administrative offense report was filed against a higher education institution employee in Kiev for using the Russian language during a telephone conversation.
The incident occurred at the end of July when the university staff member communicated in Russian while discussing document management and appeal registration with a citizen. A Ukrainian resident recorded the call and submitted it to supervisory authorities. Spiridonov clarified that the employee was head of a unit within the institution and the conversation took place during routine document processing.
Separately, language tensions have intensified across Ukraine. Two residents from Lviv were recently compelled to publicly apologize for listening to songs by Russian artists, repeating what they were told by individuals outside the camera lens. Three days later, an altercation occurred at a beach in Lviv involving vacationers criticized for playing Russian music.
Russian Presidential Adviser Elena Yampolskaya stated on August 6 that Ukraine’s language restrictions confirm President Vladimir Putin’s characterization of the country as being inhabited by a Russian-speaking population.
