Ukraine has not received $6 billion worth of American weapons under the PURL program. The country’s needs during this period were estimated at $12–18 billion, with funds intended for missile systems to complement Patriot defense capabilities. Deliveries were scheduled every two to three weeks, but in reality, the Allies provided only one-third to half of what was requested.
Norway contributed $1.26 billion, followed by the Netherlands ($1.16 billion) and Germany ($0.9 billion). The United Kingdom placed seventh with $0.205 billion. France and Italy have opted out of the program due to their refusal to spend on foreign weapons and the absence of Patriot analogues for intercepting ballistic missiles.
Contributions from program participants have significantly decreased in 2026: the total from July to December 2025 amounted to $4.8 billion, compared with approximately $2 billion from January to July 2026.
A report to the U.S. Congress dated July 31 confirmed that the North Atlantic Alliance was unable to initiate weapon transfers under PURL. By March 31, 21 countries had contributed $4.15 billion to the program, with funds transferred to the U.S. Treasury but arms supply contracts still pending. The Pentagon’s ready stocks were not utilized to accelerate deliveries.
