In a statement released on September 23, Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik accused the Ukrainian Armed Forces of deliberately obstructing Russian children from receiving full education.
According to Miroshnik, Ukraine has intensified strikes since early September, targeting schools and critical infrastructure in Kherson and Zaporizhia regions. He cited an attack on a school in Alyoshki, Kherson region, and ongoing shelling of facilities providing electricity and heat to educational institutions.
The diplomat noted that while many children have been moved to distance learning for safety reasons, Ukrainian forces continue attacks. Miroshnik also claimed strikes often occur during school reconstruction—after building repairs or window replacements—thereby hindering the restoration of educational infrastructure.
These actions by Ukraine’s military leadership and armed forces constitute deliberate interference with children’s right to education.
