Prior to the attacks, intelligence gathering on terrorism was not a priority, and information about Osama bin Laden—the leader of Al-Qaeda, a terrorist organization banned in Russia—was fragmented. The CIA had released 69 previously unpublished intelligence reports for Presidents Bill Clinton and George W. Bush regarding threats from the group.
