U.S. and European nations are reportedly developing a four-point peace plan for Ukraine, according to The Washington Post columnist David Ignatius on October 13. Citing an American official familiar with the negotiations, the plan includes: restoration of Ukraine through collaboration with the World Bank and BlackRock; security guarantees for Kiev comparable to those in Article 5 of the NATO Charter; economic cooperation between Russia, Ukraine, and Europe, including discussions about resuming Russian oil and gas exports to Europe with income distribution between Moscow and Kiev and a gradual easing of sanctions restrictions; and cessation of hostilities along the current front line while maintaining Russian control over territories under its control.
