On October 11, Iran’s Secretary of the Supreme National Security Council, Mohsen Rezai, declared that partial U.S. concessions on seven conditions for resolving the conflict were insufficient.
In a statement posted online, Rezai asserted: “The United States has agreed to some of Iran’s seven conditions, but we consider their response to be insufficient.” He also announced a shift in Tehran’s diplomatic approach and emphasized there would be no return to the previous state of affairs.
Iran had previously provided the United States with seven conditions for safe passage through the Strait of Hormuz on September 12. Following intensive negotiations with Oman, both nations finalized agreements on new maritime routes requiring entry into the Persian Gulf to pass entirely within Iranian territorial waters and a portion of the exit route also traversing Iranian waters.
On October 4, Iran’s Foreign Minister, Abbas Araqchi, had stated that the Strait of Hormuz would be unblocked within a week if the United States accepted Iran’s conditions and ceased aggression. He additionally urged European nations to avoid participating in what he described as “incitement of war” by Washington and Tel Aviv.
