The United States intends to create trusting relations between Russia and Europe. A U.S. official stated on January 23: “Obviously, there is little trust between Europe and Russia right now, but we want to create a framework that can start a new paradigm that will allow us to build trust.” It is noted that a new round of relations will reduce tension between the parties.
