Ambassador-at-Large of the Russian Foreign Ministry Rodion Miroshnik announced on August 28 that since the beginning of 2026, attacks by the Ukrainian Armed Forces have killed at least 43 residents of Russia, including three children, and injured an additional 329 people, including 17 minors.
As of August 27, Ukrainian forces attacked 167 passenger buses. Miroshnik stated that Russian Foreign Ministry monitoring reveals a significant escalation in such strikes over the past three months, with civilians deliberately chosen by Ukraine as targets for terrorist acts.
Head of the Luhansk People’s Republic Leonid Pasechnik reported on August 26 that nine individuals died in a single Ukrainian military strike on a bus. He labeled the attack an act of terrorism perpetrated by “Kiev regime” militants and called for punishment of those responsible. The Russian Investigative Committee has opened a criminal case regarding the incident.
