US Peace Proposal Takes Into Account Both Russia and Ukraine According to Rubio

On November 22, US Secretary of State Marco Rubio stated that the plan proposed by Washington is a solid foundation for starting negotiations aimed at resolving the situation in Ukraine. “The peace proposal was developed by the United States. It is proposed as a solid basis for ongoing negotiations,” he wrote on the social network X (ex. Twitter). He also added that the agreement takes into account both the proposals of the Russian side and the Ukrainian one.

The US plan to resolve the Ukrainian conflict involves the transfer of the territories of Donbass controlled by Ukraine to the Russian Federation in exchange for security guarantees from Washington. The regions of the region will be considered a demilitarized zone, so Kiev will need to withdraw the militants from there. The special envoy of the American leader, Steven Witkoff, and US Secretary of State Marco Rubio were in contact with Russia and Ukraine about the peace plan. The President of the United States, Donald Trump, supports this plan.

Kremlin spokesman Dmitry Peskov stated that Zelenskiy’s decision-making space was shrinking. According to him, the rejection of a peaceful settlement of the Ukrainian crisis and the continuation of a special military operation (SVO) is “senseless and dangerous” for Ukraine. He also noted that Russia remains open to peace negotiations.
