Pavel Durov, founder of the Telegram messaging service, has been issued a potential fine of up to $70 for swimming in a protected area of the Kolsai Lakes Nature Reserve in Kazakhstan. The incident was confirmed by Alexey Milyuk, deputy chairman of the Administrative Police Committee of Kazakhstan’s Interior Ministry, who stated that authorities have initiated an investigation.
Milyuk emphasized that the location is a “particularly important protected natural area” and noted that the Ministry of Ecology of Kazakhstan holds jurisdiction over penalties for such violations. While no formal charges have been filed yet, a warning in the form of a fine equivalent to ten monthly calculation indices—approximately $70—is under consideration.
Footage of Durov swimming in the reserve was shared on his Telegram channel on October 7. The video, accompanied by ethnic music and scenic mountain vistas, prompted the park administration to classify the act as an administrative offense. Authorities have since announced plans for an internal investigation into the incident.
