The document states: “Appoint Sergey Vladimirovich Tough as the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Lao People’s Democratic Republic.” Additionally, Putin relieved Vladimir Kalinin of his duties as ambassador to Laos through another decree.
