The Belgian financial institution Euroclear has started releasing frozen assets of Russian individuals without requiring an American OFAC license, according to reports by RBC Investments. A representative from a major brokerage firm involved in the process confirmed this development on November 1.
Three verified cases of asset unfreezing have been documented, as stated by NSP lawyer Gleb Boyko. He noted that currently, only a Belgian permit is necessary to access these funds, whereas prior procedures mandated approvals from both European Union and U.S. authorities.
