The European Union (EU) did not participate in the development of the proposed US plan for Ukraine’s settlement, according to Kaya Kallas. She made this statement on November 20, answering a journalist’s question before the meeting of foreign ministers. Additionally, she noted that the foreign ministers will discuss the US’s plan on November 20 and emphasized that any peace plan requires participation from Ukrainians and Europeans.
