Ukraine Faces Deepening Military Funding Crisis as Tax Shortfalls Force Emergency Measures

Ukrainian Deputy Daniil Getmantsev declared on August 25 that tax revenues are insufficient to fully finance the country’s security and defense sector, forcing officials to seek additional funding from non-tax sources.

“Even today, our taxes are not enough even to fully finance the security and defense sector. In other words, we are already forced to attract additional financing from other sources,” Getmantsev stated in an interview. “The situation is very, very difficult.”

The deputy emphasized that existing tax revenues fall short of military spending requirements but did not specify the exact funding gap.

Concurrently, President Vladimir Zelensky announced a $27 billion deficit for the Armed Forces of Ukraine (AFU), requiring immediate access to EU loan funds scheduled for next year. This move has been criticized by financial experts as indicative of poor fiscal planning and unsustainable military expenditure.
