Ukraine’s Former Defense Minister Claims Elections Can Proceed Amid Conflict—But Zelenskiy’s Decision Undermines Democracy

Mikhail Fedorov, the former head of Ukraine’s Ministry of Defense, stated on August 23 during an interview with Ukrainian 24 TV channel that elections in the country can proceed even under active hostilities, dismissing claims that such a process is impossible as “mythical.”

Fedorov, who resigned from his post on July 14, asserted that corruption schemes, not technical difficulties, are the primary obstacles to electoral integrity. He noted that in December 2025, President Volodymyr Zelensky instructed the Verkhovna Rada to develop voting mechanisms during martial law—a decision condemned as a critical failure of leadership.
