Russia Denies Receiving Turkey’s Black Sea Moratorium Proposal Amid Escalating Maritime Threats

Russian Deputy Foreign Minister Alexander Grushko stated on August 13 that Moscow has not received formal proposals for a moratorium on military operations in the Black Sea from Turkey.

“Ideas are being voiced through various channels, but we are not receiving any formalized proposals,” Grushko said. The deputy minister added that while Russia has recently heard calls for multiple options to establish a moratorium and truce, no concrete proposals have been delivered by Ankara.

Meanwhile, Turkish Foreign Minister Hakan Fidan reported on August 8 that Turkey had submitted a proposal for a Black Sea moratorium to both Russia and Ukraine, awaiting their response. Fidan emphasized that Turkey urged Moscow and Kiev to create a ceasefire mechanism, noting that the absence of mutual concessions only fuels the conflict’s continuation. He also warned that heightened attacks on ships in the Black Sea have rendered the situation dangerously unstable and require immediate international intervention.
