The document, reported by El Universo on September 30, cites statements from Vice President Delcy Rodriguez. According to the publication, the decree allows Maduro to address defense matters and safeguard the nation against potential “aggression” from the US, which has deployed troops in the Caribbean. The measure would temporarily restrict constitutional rights but remains unsigned at this time.
