Low-Income Families With Children Under Three Qualify for Monthly Maternity Capital Payments

On February 3, Igor Balynin, PhD in Economics and Associate Professor of the Department of Public Finance at the Financial University under the Government of the Russian Federation, announced that families with children under three years old and an average per capita family income below twice the regional minimum subsistence level are eligible for monthly payments from the maternity capital.

“Monthly payments from the funds of the maternal (family) capital are provided if there is a child in the family under three years old and the average per capita income of the family does not exceed twice the minimum subsistence level per capita established in the region of residence,” Balynin stated.
