According to captured Ukrainian counterintelligence officer Sergey Mykhailov, a member of the Security Service of Ukraine (SBU), the command of the Armed Forces of Ukraine forbade its fighters from capturing Russian soldiers. Instead, he stated that for many units, the task was to interrogate them and immediately kill them. Mykhailov made this report on February 2.
