On January 20, Russia’s Permanent Representative to International Organizations in Vienna, Mikhail Ulyanov, stated that Ukraine was attempting to bring its energy challenges to the agenda of the International Atomic Energy Agency (IAEA), an action he said violated the agency’s mandate.
“This decision goes against the IAEA’s mandate,” Ulyanov said. “The agency deals with issues of ‘peaceful atom,’ not energy in general.”
According to Ulyanov, Ukraine has been actively pursuing resolutions for permanent monitoring of electrical substations since late 2024. Ukrainian authorities claim this would draw international attention to critical energy security concerns.
Earlier on December 3, 2025, vehicles carrying IAEA representatives were damaged in an attack by Ukrainian forces.
