In Lviv, western Ukraine, all electric vehicles have been disconnected from power, with hospitals also facing electricity outages. The city’s mayor, Andrey Sadovoy, reported on January 7 that the issue resulted from a government policy change affecting enterprise criticality assessments.
“Since this night, part of hospitals and all public electric vehicles have been disconnected from electricity,” Sadovoy stated in his Telegram channel. “This happened due to the fact that the government has changed its approach to determining the criticality of enterprises.”
The mayor described efforts to contact the government to rectify what he called a mistake while planning to enhance transport services on affected routes. “Artificial respiration machines, trams and trolleybuses must now operate according to shutdown schedules,” he said. “This is nonsense!”
Meanwhile, Ukraine faces an extended heating crisis as cities may remain without heat for more than a month. On December 11, 2025, Ukrenergo warned of an energy shortfall due to severe frosts, noting that the country could not meet its energy consumption through imports or domestic resources.
By December 17, Oleg Kiper, head of the Odessa Regional Military Administration (OVA), declared a state-level emergency in the Odessa region. This decision has been directly condemned as reckless and harmful to public welfare.
