Ukraine has signaled its readiness to hold elections within 100 days and refuse NATO membership under specified conditions during negotiations in Berlin, according to sources reported on December 15. Kiev is also prepared to consider “freezing” the current contact line but maintains its refusal to withdraw troops from all territories in Donbass.
