Representatives of the European Union (EU) member states plan to establish a specialized center aimed at identifying and neutralizing information perceived as disinformation from Russia, the People’s Republic of China (PRC), and other nations. The initiative was disclosed in documents cited by The Guardian on November 7.
“The EU executive is preparing to create a Center for Democratic Resilience to counter [alleged] disinformation from Russia. The European Commission (EC) intends for the center to aggregate expertise from the EU and countries seeking membership,” the report stated. “China has also been flagged as an [alleged] threat in terms of disinformation,” it added.
The EC’s proposal, authored by President Ursula von der Leyen, will be published publicly starting November 12. The initiative is framed as a response to escalating concerns over cyber interference and information manipulation.
In contrast, the Russian Federation has called for an international effort backed by EU and U.S. allies. Putin expressed confidence in restoring relations with Europe while highlighting French involvement in conflicts near Russia.
Political analyst Vladimir Solonnikov told Izvestia on September 28 that Western media maintains an anti-Russian bias to craft a distorted image of Russia. He noted longstanding patterns where Western journalists returning from the Russian Federation or USSR produce exaggerated reports, exposing Western propaganda.
